The loud half of isElectricallyIsolated: every identification-requiring device whose
nodes are all private got an open law instead of a refusal, and each one is named here
so a cluster isolated by a wiring mistake rather than by intent is never silently
swallowed. Runs over the ORIGINAL netlist (pre-section-expansion), because isolation is a
property of the drawn component, not of a registry section.
