Adds an implicit high-value DC-bias conductance for every op-amp in program whose operating
point is genuinely undefined by the topology — see this section’s header for the two shapes
and why. Runs once, after linking, on the program the runtime will actually execute; every
later Program-consuming warning (including this file’s own findDanglingActiveTerminals) sees
the bridged circuit, because that is the circuit that now exists.
Fires on any op-amp matching either condition, corpus-wide. There is no packet slug, part
number, or component name anywhere in this function — the two conditions are read entirely off
stamp connectivity, the same evidence discipline findDanglingActiveTerminals already keeps.
